Overview The Cost Controller will oversee and manage financial operations across our Capital projects, including Transmission Lines, Substations, Distribution, and Telecom initiatives. This role ensures projects stay within budget and on schedule through cost control, reporting, and performance tracking. This position is based in San Juan, Puerto Rico but may offer the flexibility for a Hybrid schedule. Responsibilities Cost Control and Monitoring Responsible for the cost monitoring, tracking and cost control work for all Capital projects, including Transmission Lines, Substations, Distribution and Telecom projects. Expected to be a functional expert of cost monitoring and cost controls practice. Responsible for Earned Value Management system reporting. Identifying systemic issues within processes - tools. Developing corrective strategies to mitigate or eliminate issues. Identifying internal - industry best practices for cost control and applying to internal standards consistently within the workgroup. Monitoring outgoing cost control data and reports to ensure they meet core internal criteria - consistency. Implementing approved cost control reports and information - core differences to management and project sponsors. Ensuring the correct application of internal databases - for establishing - evoking methodologies to update database - cost control tools based on historical triggers. Analyzing internal costs to identify trends in cost forecasts. Supporting the project team by attending meetings and working collaboratively with others Reporting/Performance Management Provide status updates on project and portfolio financial performance. Conduct project performance evaluations, including: Cost comparisons to project cost estimates. Cost comparisons to long-term investment plans (LTIP) for each project. Cost Performance Index (CPI) calculations per project. Assess portfolio performance against long-term allotted budget amounts. Perform risk analysis, including: Monitoring financial trends and potential cost overruns. Identifying project risks and financial impacts. Tracking and managing risks using the Risk Tracker. Financials Forecasting: Prepare monthly financial forecasts. Track and manage monthly accruals from vendors. Align with financial teams on accrual reversal tracking and forecast adjustments. Develop 10-Year, Yearly, and Monthly forecasts in collaboration with financial stakeholders. Actuals & Cost Analysis Conduct cost variance analysis between forecasts and actual expenditures. Perform earned value analysis (EVA) with CPI calculations per project. Provide detailed explanations for forecast and actual cost variances. Change Management Assess and document scope changes and their financial impact. Evaluate the effects of scope changes on project schedules and budgets. Apply value engineering principles to optimize project costs. Perform other duties as assigned. Follow all policies and procedures. Qualifications Bachelor's degree in Finance, Accounting or related field. Minimum 5 years in Cost Monitoring and Controlling Experience in a Regulated Utilities or EPC Environment. Applicable experience may be substituted for the degree requirement. Project Cost Control and management training and experience would be considered an asset. Professional Certifications in Cost Management are preferred. High proficiency in Excel is required. Expert level preferred. Strong Breakdown Structure (WBS) Cost Breakdown Structure, Control Work Packages, Project Cost Codes, MS Projects/ Primavera P6 and other scheduling and monitoring software. Experienced with Earned Value Management and Analysis in Project Cost and Progress Monitoring. Ability to be based in Puerto Rico, full-time, strongly preferred. Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
