JOB SUMMARY
The Senior Regulatory & Compliance Specialist ensures corporate and subsidiary compliance with federal, state, and local regulations, with a strong focus on Small Business Administration (SBA) 8(a) compliance. This position is responsible for developing and maintaining regulatory policies and procedures, monitoring compliance measures, and assisting with legal and government relations functions. The role requires close collaboration with the Calista Legal Department personnel, including attorneys and paralegals, other Calista departments, subsidiaries, and outside legal counsel and compliance consultants to ensure regulatory adherence and effective risk management.
ESSENTIAL FUNCTIONS
- Develop, implement, and maintain compliance measures in accordance with federal and state regulations, including SBA 8(a) requirements.
- Oversee SBA 8(a) compliance for applicable subsidiaries, including applications, business plans, Certify.gov annual reporting, and Mentor Protege Joint Venture compliance.
- Maintain oversight of SBA filings, business licenses, and entity registrations, ensuring timely renewals and compliance.
- Coordinate subsidiary formation and 8(a) program entry, working closely with business development and subsidiary leadership.
- Draft guidelines, policies, and procedures related to regulatory compliance, ensuring alignment with corporate objectives.
- Conduct compliance and enforcement inspections, analyze findings, and recommend necessary actions.
- Research and interpret federal and state regulations, providing recommendations for corporate policies and best practices.
- Monitor changes in applicable laws and regulations, ensuring timely communication to stakeholders and necessary policy updates.
- Prepare responses to regulatory inquiries and audits, ensuring timely and accurate documentation.
- Assist the External Affairs team with compliance related to lobbying and political activities.
- Train subsidiary stakeholders on compliance and regulatory requirements.
- Work in a constant state of alertness and perform duties in a safe manner.
- Perform other duties as assigned.
SUPERVISORY RESPONSIBILITIES
This job has no supervisory responsibilities but may provide guidance and training to other staff members.
KNOWLEDGE, SKILLS, & ABILITIES
- Strong knowledge of federal and state regulatory compliance, including SBA 8(a) regulations and reporting requirements.
- Ability to listen and respond to all inquiries in a professional and sensitive manner and navigate various communication styles to effectively deliver analysis and give advice that is informed, objective, and succinct.
- Ability to handle sensitive or difficult issues with confidence and professionalism; leverage technology to maintain an appropriately lean operation and promote efficiency across the company.
- Advanced knowledge and skills in computerized accounting systems and knowledge of company-specific software.
- Proficiency in standard computer software, application programs and e-mail. Typing 45 wpm and 10-key by touch.
- Ability to read, interpret, and apply legal and regulatory policies, procedures, and statutes.
- Excellent analytical skills, with the ability to assess compliance risks and provide recommendations.
- Strong written and verbal communication skills, including technical writing and reporting.
- Ability to speak effectively before groups of customers or employees of organization.
- Ability to manage multiple tasks with attention to detail and accuracy.

MINIMUM QUALIFICATIONS
- Bachelors Degree in Business Administration, Government, Political Science, Legal Studies, or a related field. Year-for-year experience or paralegal certificate may substitute for four-year degree.
- Six (6) years of experience in regulatory compliance, SBA 8(a) program management, or a related legal/compliance role.
- Current Certified Compliance & Ethics Professional (CCEP), or Certified Regulatory Compliance Manager (CRCM) certification strongly preferred, or eligible and willing to obtain certification within 1 year of hire.
- Experience in legal research, policy development, or investigations.
- Experience working in a large corporate or Alaska Native Corporation (ANC) environment preferred.
- Ability to pass a drug, background, and credit screening.
