Job Summary

Reporting to the Vice President for Business and Finance, the Financial Planning & Analysis AVP is responsible for leading the overall financial planning and ongoing budget management processes university wide. This role manages three finance verticals, including Budgeting Headquarters, Auxiliaries Finance, and non-Academic Affairs Budgeting. Responsibilities will include developing the annual and long-range budget planning framework, including processes and tools, to effectively consolidate, assess, and timely summarize the impact for decision-making sustainably. Developing and maintaining streamlined, cost-efficient, value-added budget management processes to ensure the university can timely and effectively monitor, forecast, and prioritize in-year budgets to meet our USG and stakeholder commitments. Additional responsibilities will include timely and accurately delivering any required budget reporting to our stakeholders, including USG/BOR/UWG. The functions of this role will be to ensure adherence to USG/BOR/University internal controls and financial reporting policies and procedures applicable to budgeting

Responsibilities

1 -
Lead Budget Hearing Process The annual budget hearing process serves as a vehicle for the University to explain historical trend information on financial and student performance, while also providing a platform to communicate recommended future plans to improve performance to the Chancellor and his/her direct reports. Annually assess, revise, and implement the USG budget hearing process to collect, analyze, and explain financial and student performance to support the President, CBO, and EAC, as needed, in the development of the budget hearing presentation. Ensure timely, accurate reporting and variance analysis in preparing initial submission and budget hearing materials. Collaborate across EAC members effectively to deliver on reporting needs.

Lead annual budget development process Work across the university to ensure UWG has an effective process to develop the budget for the upcoming year and meet all timelines to USG. This process results in a permanent budget financial submission to the USG annually in early May. Ensure the process is comprehensive, including capturing known risks and opportunities, and collaborative to drive budget decisions. Collaborate with CBO to design processes that elevate the planning process on behalf of the EAC as needed to deliver on business requirements as we seek to best prioritize our spending to drive the mission of the university.

Lead in-year budget monitoring and USG submissions Ensure there is an effective process and budget policy framework to efficiently manage budgets across the university. Ensure there is an effective process to forecast in-year risks and opportunities to assist in ensuring budgets are managed and spent well and reallocated as needed based on the needs of the President and CBO.

Performance manage your organization Run the performance management process to ensure direct reports and others in this organization annually. Set and review objectives/performance to ensure the needs of the organization are met. Develop recommendations and solutions for business continuity, including succession planning for key roles. Support associates in capability development to grow our people.

Required Qualifications

Required Education
Bachelor's Degree

Required Experience
A bachelor's degree in a related field, along with 510 years of experience in a similar role, or equivalent experience in financial planning and analysis (FP&A) and budgeting.

Preferred Qualifications

Preferred Educational Qualifications
Master's Degree

Preferred Experience
MBA, CPA Experience in Higher Ed and, specifically, the University System of Georgia

Proposed Salary

$128,000 to $142,000 Annually. Paid on a Monthly Basis.

KNOWLEDGE
Functions of this role will be to ensure adherence to USG/BOR/University internal controls and financial reporting policies and procedures applicable to budgeting. This role will include the ability to implement and provide thought leadership on the evolution of team responsibilities and interactions university-wide to best meet the financial planning and analysis needs of the university and Chief Business Officer, which will include enhanced revenue planning, the evolution of budget reporting structure university-wide, productivity tracking, enhanced business performance tracking, and auxiliary reporting. Must be able to collaboratively partner with university and USG stakeholders to deliver outstanding customer service commensurate with our resources.

SKILLS
The position is responsible for establishing and maintaining a system of enterprise-level controls to effectively plan, monitor, and forecast in-year and multi-year budgets. Significant errors/omissions may result in millions of dollars of either over or underspending our budgets, while not providing appropriate financial analysis could also lead to millions in losses due to poor business decisions. The consequences of errors/omissions in this position could have serious ramifications for the students, faculty, staff, University, Board of Regents, the State of Georgia, and the community as a whole.
